October 4

First Regional Conference on 'Women in Detention and Access to Justice' in Shimla
The Bureau of Police Research and Development (BPR&D), Ministry of Home Affairs is organising the First ever Regional Conference at Shimla on 'Women in Detention and Access to Justice' in collaboration with the Prison Department, Himachal Pradesh on October 4-5, 2018. The Conference will be inaugurated by Shri Acharya Devvrat, the Governor of Himachal Pradesh.
The BPR&D organises the conferences on newly emerged issues. The Parliamentary Committee on Empowerment of Women on the subject “Women in Detention and Access to Justice” has made several recommendations. There is a need to deliberate upon some of the recommendations to devise strategies and programs for bettering conditions of Women Prisoners and upholding their Fundamental Rights.

A number of conferences and exhibitions showcasing of the work of young scientists were held.

The theme of this year’s festival is Science for Transformation.

India Chem 2018 Conference begins in Mumbai
This is the largest event of Chemicals and Petrochemical Industryin India.
Union Road, Transport and Highways Minister NitinGadkari inaugurated the conference.
The primary goal of this event was to bring together global Diaspora leaders, CEOs, government authorities, key industry players and subject matter experts from around the world in an open dialogue, under one roof to discuss the key developments, sectoral issues and the way forward with respect to Indian chemicals and petrochemicals industry.

JIMEX 18 begins in Visakhapatnman: Third edition of India-Japan maritime exercises underway after Japanese ships arrive.
The exercise aims to enhance interoperability, improve understanding and imbibe the best practices followed by the two forces.
Kaga is an Izumo-class helicopter destroyer while Inazuma is a guided missile destroyer. These are taking part in the exercise under the command of Rear Admiral Tatsuya Fukada, Commander, Escort Flotilla-4.

India continues to be world's largest BPM base, generated $32.5 billion revenue: Nasscom
The Indian BPM industry is estimated to now account for over 37 per cent share in global sourcing and is witnessing a 1.7X revenue growth.
This is set to grow from USD 154 billion to a projected USD 167 billion in FY18, an increase of almost 8 per cent.
The National Association of Software and Services Companies (NASSCOM) is a trade association of Indian Information Technology (IT) and Business Process Outsourcing (BPO) industry.
Established in 1988, NASSCOM is a non-profit organisation.

India International Science Festival (IISF-2018) concludes in Lucknow.
IISF witnessed more than twenty thousand registrations and a footfall of more than ten lakh people making it the biggest festival of this kind in Asia.
The motto of New India henceforth can be “Jai Jawan, Jai Kisan, Jai Vigyan and Jai Anusandhan”
IISF which was inaugurated by the President of India Shri Ram NathKovind, saw a confluence of Scientists, researchers, students, farmers and people from a wide spectrum discussing, debating, and witnessing how science and technology is shaping New India.
Two major Guinness World Records being made one of which was a World Record successful attempt to “isolate DNA” by 550 students from class 8th to 10th standard. IISF-2018 with its focal theme “Science for Transformation” had more than 23 special events in its 4th edition.

Shri J.P. Nadda inaugurates ‘2nd World Conference on Access to Medical Products: Achieving the SDGs 2030.’
Union Minister of Health and Family Welfare, J.P. Nadda inaugurated ‘2nd World Conference on Access to Medical Products: Achieving the SDGs 2030’ in New Delhi.
J.P. Nadda released the Position Paper and launched the Information Sharing Platform Gateway for South-East Asia Regulatory Network (SEARN) developed by Centre for Development of Advanced Computing, which will promote regulatory and health collaboration among the countries of the South-East Asia Region.
The Union Health Minister stated that access to medical products and creating an enabling legal and trade environment for public health are critical to achieving the Sustainable Development Goals 2030 Agenda.

President Ram Nath Kovind inaugurates 29th Accountants General conference.
The 29th Accountants General conference was inaugurated by President Ram Nath Kovind in New Delhi.
The two-day conference is being organised by the Comptroller and Auditor General of India.
The conference will involve deliberations on adopting most modern audit techniques to further improve audit effectiveness and enhance accountability in public spending.

Ukraine Launches Air Exercises With NATO Countries.
Ukraine has opened a series of large-scale air-force exercises, the 12-day-long Clear Sky 2018 war games with the United States and seven other NATO countries.
The aim is to enhance regional capabilities to secure air sovereignty and promote peace and security through cooperation.

Indus Food-II to be held in January, 2019, in Greater Noida
Indusfood-II is an export focused annual F&B (Food and Beverage) trade fair. It will exhibit India’s best food, beverages and agri products to global buyers.
It is organized by Trade Promotion Council of India (TPCI) along with commerce and industry ministry.
Delegations from from nearly 50 countries will be involved in strategic purchase of food commodities through investments or long-term purchase agreements to achieve the food security of their country or to supply their food processing industries.
Indusfood-I, the first edition of this trade show, was held in early 2018.

Ram NathKovind, inaugurated the 13th Annual Convention of the Central Information Commission (CIC) in New Delhi.
The Convention deliberated on three specific subjects - Data privacy and Right to Information, Amendment in the RTI Act and Implementation of the RTI Act.

Japan military joins historic Philippine war games.
Japanese troops stormed a beach in the Philippines in joint exercises with US and Filipino troops marked the first time Tokyo's armored vehicles rolled on foreign soil since World War II.
The exercise, code-named Kamandag (Venom), marked the first time Japanese armored military vehicles were used on foreign soil since the country adopted a pacifist constitution after its 1945 defeat.

International conference on the future of the Indian Ocean held in Colombo.
“The Indian Ocean: Defining our Future” Conference was held at Temple Trees, in Colombo, Sri Lanka.
It is aimed to explore strongest challenges in the Indian Ocean region.
This Conference is held at a time when the Indian Ocean has emerged as one of the world’s busiest and most critical trade corridors, carrying two thirds of global oil shipments and a third of bulk cargo and hosting the most critical Sea Lanes of Communication (SLOCs), directly impacting global trade and economy.

1st Indo-US tri-services exercise likely to be in India in 2019.
This will be the first time the three services of the India and the US will participate in a drill together.
The drill will focus on United Nations-based scenario and the over-arching mission of humanitarian assistance, disaster relief measure.

Ajay Tamta inaugurates 46th edition of IHGF-Delhi Fair Autumn-2018.
This Fair will play a vital role in increasing exports of handicrafts from the country and has acquired a special importance for handicrafts sector as overseas buyers find this fair as the most effective sourcing medium for their requirements.
The Indian exporting community considers this as the most effective marketing medium for their merchandise.

New Delhi hosts 6th India International Silk Fair.
Union Minister SmritiIrani inaugurated India International Silk Fair (IISF), a three-day event where over 108 exhibitors of silk and blended silk will display their produce here.
The fair will give a platform to exporters to display their products and to overseas buyers an opportunity to place orders and source their merchandise.
The IISF-2018 is expected to generate business of over $20 million for the small and medium enterprises (SMEs) engaged in producing silk and blended silk garments, fabrics, accessories and floor covering.

Two-day Agri-startup and Entrepreneurship event held on the occasion of World Food Day.
The theme of the event was ‘Unleashing potentials in agriculture for young agri-preneurs.’More than 100 agri-preneurs participated in the event.
Several issues faced by young agri-preneurs in production of seasonal crops were discussed in the conclave.

12th Asia-Europe Meeting (ASEM) summit begins in Brussels.
Vice President M. Venkaiah Naidu will lead the Indian delegation at the two-day summit.
The theme this year is, 'Global Partners for Global Challenges'. The summit will prioritise issues related to connectivity, trade and investment, sustainable development, climate change, terrorism, migration, maritime security and cyberspace.
The meeting will bring together Heads of state of 30 European and 21 Asian countries, besides top representatives of the European Union and Secretary General of the Association of Southeast Asian Nations (ASEAN).

Indo - Japan joint exercise ‘Dharma Guardian’ to be held in Mizoram.
To promote Military cooperation, India and Japan are all set to hold the first-ever joint military exercise ‘DHARMA GUARDIAN-2018’ involving the Indian Army and Japan Ground Self Defense Force in Mizoram, India.
The Indian contingent will be represented by 6/1 GORKHA RIFLES while the Japanese contingent will be represented by 32 Infantry Regiment of the Japanese Ground Self Defence Force.
Exercise ‘DHARMA GUARDIAN-2018’ will be yet another step in deepening strategic ties including closer defense cooperation between the two countries.

12th Asia - Europe Meeting Summit held in Brussels, Belgium.
It was hosted by the European Union and chaired by the President of the European Council, Donald Tusk.
The meeting was attended by the Heads of State and Government, or their high-level representatives, of 51 Asian and European countries, the President of the European Commission and the Secretary-General of ASEAN.
Under the theme "Global Partners for Global Challenges" Leaders addressed key opportunities and challenges facing Europe and Asia in a world of accelerating change.
They stressed the role of ASEM as the main platform for Europe and Asia to strengthen dialogue, foster cooperation including on multilateralism and tackle global challenges together.

4th International Film Festival of Shimla celebrated.
The Festival will include Film Screenings and Competitions for Short, Feature, Documentary, Animation, Music Videos, Master Classes and Workshops on Film Making.
The first ever International Film Festival of Shimla for Documentary, Short, Feature and Animation Films, Music Videos was held in the year Oct 2015.
City of Shimla is the permanent venue of the festival. The festival is a unique venture in India.
Participants ranged from 23 countries including the US, Russia, Japan, Iran, Dubai, Argentina, Cyprus, Bangladesh, Canada, Israel, France, Australia, Belarus, Nepal among others.
A total of 80 international and national films were screened at the festival.

India to host Fourth Edition of Global Partners' Forum 2018 in December
India will play host to the largest-ever Partners' Forum in December in New Delhi.
PMNCH (The Partnership for Maternal, Newborn & Child Health) will bring together 1,200 partners from over 100 countries dedicated to the Every Woman Every Child (EWEC) movement and to the achievement of the UN Secretary General's Global Strategy for Women's, Children's and Adolescents' Health.
This unique forum aims to unite PMNCH's 1,000+ partners around common strategies so that every woman, child and adolescent no matter where they live can survive, thrive and transform our world.

India, Japan, U.S. plan joint air exercise
India, Japan and the U.S. are set to elevate the bilateral ‘Cope India’ air exercise to a trilateral format.
The three countries already conduct naval war games under the expanded Malabar naval exercise.
The Cope India exercise will be elevated to a trilateral level in phases, two official sources independently confirmed on condition of anonymity.
The next edition is scheduled to be held in December.

4th Edition of NITI Lecture Series to be held with the Theme: “AI for ALL: Leveraging Artificial Intelligence for Inclusive Growth”
Artificial intelligence is the use of computers to simulate human intelligence. AI amplifies our cognitive abilities - letting us solve problems where the complexity is too great, the information is incomplete, or the details are too subtle and require expert training.
Union Budget-2018 mandated NITI Aayog to come up with a national programme on employing Artificial Intelligence towards national development.
NITI has, since, published a National Strategy for Artificial Intelligence.

7th Meeting of Education Ministers of SCO Member States held in Astana, Kazakhstan.
The seventh assembly of schooling ministers of member states of Shanghai Cooperation Organisation (SCO) was held in Astana, funds city of Kazakhstan.
Individuals in the conference involved schooling ministers from India, Kazakhstan, China, Kyrgyzisthan, Pakistan, Russia, Tajikistan and Uzbekistan.
SCO is Eurasian financial, political and security organisation headquartered in Beijing, China.
The primary goal of SCO is armed forces cooperation amongst associates.

27th IAEA Fusion Energy Conference Starts In Gandhinagar, Gujarat.
The International Atomic Energy Agency (IAEA) fosters the exchange of scientific and technical results in nuclear fusion research and development through its series of Fusion Energy Conferences.
The 27th IAEA Fusion Energy Conference (FEC 2018) aims to provide a forum for the discussion of key physics and technology issues as well as innovative concepts of direct relevance to the use of nuclear fusion as a source of energy.
The scientific scope of FEC 2018 is, therefore, intended to reflect the priorities of this new era in fusion energy research.

First Trilateral Meeting between India, Afghanistan and Iran of the Coordination Council of the Chabahar Agreement in Tehran.
The Indian delegation was led by Mr. T.S. Tirumurti, Secretary (Economic Relations). The Afghan and Iran delegations were led by respective Deputy Ministers of Transport.
Detailed discussions were held between the three sides on full operationalisation of the trilateral Agreement for international transit and transport through Chabahar Port.
All sides shared the view that full operationalisation of trilateral Chabahar initiative will promote connectivity and economic development of Afghanistan and the region.

Global Agriculture Leadership Summit 2018 Held in New Delhi
The Global Agriculture Leadership Summit 2018 opened in New Delhi. The theme of the 2-day summit is, ‘Connecting Farmers to Market’.
The summit was inaugurated by the Secretary Agriculture and Co-operation, Sanjay Agrawal. In the meeting, several issues to double farmers’ income by 2022 were discussed.
Connecting farmers effectively with trade, markets and value added activity holds the key to their prosperity is the main agenda.
In this context, Government of India has launched eNAM to help in marketing and also the program towards doubling farmers incomes by 2022.

Dr. Jitendra Singh inaugurates 10th Nuclear Energy Conclave.
Theme: ‘Nuclear Power- Towards a Clean & Base Load Energy’
Kaiga Atomic Power Station unit sets world record among PHWR for operating uninterrupted for 895 days.
Dr. Singh stated that the Cabinet has given its approval for construction of 10 units of India’s indigenous Pressurized Heavy Water Reactors (PHWR).

3rd Decadal International year of Reefs - 2018
The International Conference on Status and Protection of Coral Reefs (STAPCOR – 2018) with the theme “Reef for Life”
It was inaugurated by the Union Minister of Environment, Forest and Climate Change, Dr. Harsh Vardhan on at Bangaram coral Island of Union Territory of Lakshadweep.
The importance of coral reefs and the need for its protection, converting science into adequate policies for conservation were highlighted.
Evolving effective management strategies leading to restoration of coral reef, along with the practice of green good deed for behavioral change and social responsibility in day to day life was also emphasized.

The President said that Swami DayanandSaraswati showed us the path of renaissance and self-pride.
He also stated that this Mahasammelan will discuss on the issues such as prevention of superstition, modernization, women empowerment, tribal welfare, and management of natural calamities.

Vice President inaugurates Sagar Discourse 2.O
'SAGAR Discourse' 2.O based on national and international security and sharing of space resources between countries.
It will discuss issues pertaining to security in outer space that affects all geopolitical entities in the world.
'SAGAR Discourse' is an annual event of the Forum for Integrated National Security (FINS), a Mumbai-based think-tank that works in association with the Indian Space Research Organisation (ISRO), the Ministry of External Affairs and Ministry of Defence.

US Navy, Indian Navy undertake anti-submarine exercises in in Arabian Sea
A United States Navy (USN) P-8A Poseidon long range maritime reconnaissance aircraft, with a crew of 21 US Navy officials, participated in anti-submarine warfare exercises at INS Hansa. The Indian Navy’s P-8i aircraft also participated in the joint drills which concluded.

Trident Juncture 2018: NATO’s biggest military exercise begins in Norway
NATO’s (North Atlantic Treaty Organization) Trident Juncture 2018 military exercise began in Norway.
This is NATO’s biggest military exercise since the Cold War. Trident Juncture 2018, will be held till November 7, 2018.
Nearly 50,000 personnel from all 29 NATO allies, partners Finland and Sweden, are taking part.
Around 65 vessels, 150 aircraft and 10,000 vehicles are taking part. The drill will be conducted in central and eastern Norway, the North Atlantic and the Baltic Sea.
It aims to train the Alliance to mobilise quickly to defend an ally under attack.
Russia, which shares a border with Norway, was invited to monitor the exercise, but Moscow is still angered by the exercise.

The 5th National Summit on Good and Replicable Practices and Innovations in Public Health Care Systems in India has begun at Kaziranga in Assam.

 State Chief Minister Sarbanand Sonowal and Union Health Minister J P Nadda inaugurated the three-day summit.

3-Day India Mobile Congress Held In New Delhi

 India Mobile Congress is one of the biggest marquee Mobile, Internet, and Technology event for South-East Asia organized by Cellular Operators Association of India (COAI) and  Department of Telecommunications (DoT). IMC 2018 was held in Aerocity, New Delhi.
 The congress was held under the theme of NEW DIGITAL HORIZONS.
