December 1

Nagaland celebrates 55th formation Day
On 1st December 1963, Nagaland became the 16th state of India.
Home Minister Rajnath Singh has inaugurated 19th 'Hornbill Festival' in Nagaland.
The key economic activity of the state is Agriculture and the main crops include – rice, corn, millets, pulses, oilseeds, etc.
The state shares its borders with the state of Assam to the west, Arunachal Pradesh to the North, Manipur to the South and Burma to the east.

Tamil Nadu govt announces a hike of health insurance
TN govt announces hike of health insurance coverage from existing Rs 2 lakh to Rs 5 lakh year under Ayushman Bharat scheme.
The decision will benefit 1.58 crore families in the state.
So far, 26.96 lakh people have been benefited by the chief minister’s comprehensive health insurance scheme, availed medical treatments worth 5,133 crore rupees.

Indian Owl Festival, India’s first owl fest, held in Pune
The festival was held at was held at Pingori village in Purandar taluka of Pune, Maharashtra.
The festival was organised by Ela Foundation. It created awareness on owl conservation and feature art forms like pictures, paintings, lanterns, lamp shades, posters, origami, stitched articles, poems and stories on owls.
As per a report of Traffic India, owls were found to be consumed and traded for black magic, street performances, taxidermy, private aviaries/ zoos, food, folk medicines, etc.

Jammu & Kashmir Government Launches AB-PMJAY Scheme
Jammu and Kashmir Governor Satya Pal Malik has launched the “Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY)” scheme in Jammu.
It would benefit over 31 lakh residents in the state.
The governor Satya Pal Malik also distributed golden cards among 10 eligible beneficiaries for availing the annual health cover facility.

Nagaland signs MoU with Estonian academy on e-governance
Nagaland government signed a five-year Memorandum of Understanding (MoU) with e-Governance Academy of Estonia to provide advisory and technical knowledge for setting up of e-Governance Academy of Nagaland (e-GAN).
The MoU is aimed at strengthening bilateral technical cooperation in the fields of information technology and e-governance.

Centre approves release of Rs 353 crore to Tamil Nadu as relief
The Centre has approved the release of Rs 353.70 crore to Tamil Nadu as assistance for the damage caused by Cyclone Gaja, during which 12 districts of the state were severely affected.
Further, assistance will be provided from the National Disaster Response Fund (NDRF), based on the final report of the Inter-ministerial Central Team (IMCT).

The Telangana government and British Council have signed a Memorandum of Understanding (MoU) to strengthen educational and cultural cooperation
The Telangana government and British Council have signed a Memorandum of Understanding (MoU) to strengthen educational and cultural cooperation and support the knowledge ambitions and economic growth of Telangana.
The signatories, Alan Gemmell, Director, British Council India, and Mr. Jayesh Ranjan, Principal Secretary, Information Technology, signed the MoU in the presence of Chief Secretary S.K. Joshi.
The British Council has aimed at inspiring youngsters from across Telangana and India to build a relationship with the UK for the next 70 years.
The MoU will expand the scope of the Council’s engagements in developing the skill of young people.

Bahrain and Maharashtra Government Signs MoU on Fintech
The Economic Development Board (EDB), the investment promotion arm of the Kingdom of Bahrain signed an MoU with the Maharashtra Government to provide a framework for Co-operation between the two authorities to promote FinTech in their respective markets.
This MoU is in line with the EDB's aims of exploring greater synergies between India and Bahrain in the financial technology space and will last for an initial period of three years.

Bihar govt sets Rs 100 fee for family property split
Bihar state cabinet chaired by Chief Minister Nitish Kumar has fixed Rs. 100 as the charge for people to get their property registered after the division of family’s immovable assets.
Earlier, the charges for registration of property was 5% (3% stamp duty & 2% registration fee) of the value of property registration fee, as per the prevailing minimum value register (MVR) of the area.
This is a decision related to public welfare and will reduce tension, disputes,violence and cases in society.

India’s first international indigenous film festival will take place in Bhubaneswar, Odisha
In February 2019, India’s first international indigenous film festival will take place in Bhubaneswar, Odisha.
The fest is an initiative of activist film collective Video Republic that has been campaigning for indigenous communities in the State.

Maharashtra CM Fadnavis launches SMART initiative for Agribusiness, Rural Transformation
Maharashtra Chief Minister Devendra Fadnavis has launched a unique initiative called "SMART" (State of Maharashtra’s Agribusiness and Rural Transformation) to transform rural Maharashtra.
The objective of the World Bank assisted to revamp agricultural value chains,with a special focus on marginal farmers across 1,000 villages.
The project will entail an investment of 300 million US dollars of which the World Bank would contribute 210 million US dollars.

‘PEETHA’: programme to create awareness and promote transparency launched by Odisha government
Odisha Chief Minister Naveen Patnaik launched a new programme for transparency and awareness on various government schemes, called- the Peoples Empowerment Enabling Transparency and Accountability or PEETHA.
The main objective of the programme is to improve transparency in the distribution of individual and social benefits.
PEETHA is based on a 3-T (Technology, Transparency and Team work) model, and is a sub-scheme of the Odisha government’s flagship Ama Gaon Ama Bikas Yojana (AGAB).
In each such camps, benefits like LED bulb, Old Age pension, Artist pension, Mission Shakti etc will be distributed to the beneficiaries there.

First ever Swadesh Darshan Project in Nagaland worth Rs. 97.36 crore inaugurated by CM Rio
Chief Minister of Nagaland, Shri Neiphiu Rio,inaugurated the first ever Swadesh Darshan Project in Nagaland named-“Development of Tribal Circuit: Peren-Kohima-Wokha Project”.
It was sanctioned by the Ministry of Tourism for Rs. 97.36 Crores.
Additionally, the Ministry sanctioned another project in Nagaland called “Development of Tribal circuit: Mokokchung – Tuensang - Mon” for Rs. 99.67 crore.

Punjab Cabinet has Approved 20 District Central Cooperative Banks (DCCBs) to merge with the Punjab State Cooperative Bank (PSCB)
The Cooperative department of Punjab has decided to merge 20 District Central Cooperative Banks (DCCBs) with the Punjab State Cooperative Bank (PSCB).
The aim of the merger is to strengthen the state’s rural credit system and facilitate farmers taking credit from cooperative banks.
The decision was taken in view of RBI guidelines, which mandate that all DCCBs should have a Capital to Risk Weighted Assets Ratio (CRAR) of 9 per cent.

Kolkata-Patna Becomes India’s Second Container Cargo Sector On Inland Waterways
Kolkata-Patna is India’s new Inland Water Transport (IWT) origin-destination pair for containerised cargo movement on the National Waterway-1.
The Ministry of Shipping is developing NW-1 (River Ganga) under Jal Marg Vikas Project (JMVP) from Haldia to Varanasi (1390 Km) with the technical and financial assistance of the World Bank at an estimated cost of Rs 5369 crore.

Home Minister Rajnath Singh asks 5 eastern states to check influx of Rohingyas
Union Home Minister Rajnath Singh has asked five eastern states sharing boundaries with Bangladesh to be extra vigilant against influx of Rohingyas and illegal immigrants through the porous Indo-Bangla border.
The meeting of Chief Ministers and Home Ministers of West Bengal, Assam, Mizoram, Meghalaya and Tripura in was held at Kolkata.
The concept of the grid has been planned as a multi-pronged and foolproof mechanism to secure the Indo-Bangla border.

Tamil Nadu education body offers videos of classes on YouTube
The Tamil Nadu State Council of Educational and Research Training (TNSCERT) has a YouTube channel with videos on several school subjects such as mathematics, English, and science.
Most of the videos, which are bilingual, are recordings of regular school classes.
A recent spike in traffic attracted by the channel has encouraged officials to discuss its expansion.

Union Cabinet approves implementation of Shahpurkandi Dam on river Ravi in Punjab
The Cabinet has approved implementation of Shahpurkandi Dam Project on river Ravi in Punjab.
It also has approved central assistance of Rs. 485.38 crore (for irrigation component) over five years period from 2019 to 2023.
The project will be implemented by Punjab Government with central assistance. It will be completed by June 2022.

Military Literature Festival (MLF) 2018 was held in Chandigarh
The 2nd edition of Military Literature Festival (MLF) 2018 was held in Chandigarh with an aim to offer an opportunity for the younger generation to get acquainted with India’s glorious military heritage.
It also brought a host of cultural activities, food cuisines and competitions to the public.
Besides, marshal dances, weapons display, medallion gallery, artists’ corner, cultural activities and exhibitions, food and cuisine, book fair, children’s Saragarhi Samvadh are amongst other activities.

TN Government launches 24-hour helpline 181 for women
Tamil Nadu Government launched a 24-hour toll free helpline number 181 for women facing domestic violence and sexual harassment to get assistance ranging from police help, legal aid or medical services including ambulance.
The helpline initiative has been developed at a cost of Rs 62.70 lakh.
The service will be available for 24 hours on all days of the week.
Besides providing government aid to victims of domestic violence, the helpline would assist women in getting information on welfare schemes aimed at their benefit.

Operation Minimum Wage, to check violations of Minimum Wage Act 2017, launched by Delhi government
The Delhi government launched a 10-day special inspection drive named- “Operation Minimum Wage”, to check implementation of minimum wage rules set by the Union Territory government.
The operation will continue till December 21, 2018.
The violation would be checked as per the Minimum Wages Act, 2017 and as per the act, the labourers can lodge a complaint by calling 155214.
As per the Act, the punishment for not paying minimum wages can be Rs. 50,000 fine or a jail term for three years or both.

UP to establish Umbrella University named after former PM late Atal Bihari Vajpayee
The Uttar Pradesh Government has decided to establish an umbrella university to control all the medical and dental colleges and nursing institutions in the state.
The university will be named after former Prime Minister, late AtalBihari Vajpayee.
The decision of the umbrella university will be quite helpful in controlling the quality of medical education by one syllabus and one education session.
It will also help in transparency in entrance and examination system.

EU opens India’s first Jean Monnet Centre of Excellence in New Delhi
European Union (EU) has established India’s first Jean Monnet Centre of Excellence (CoE) at Department of European Studies (DES) at Manipal Academy of European Studies (DES) at Manipal Academy of Higher Education (MAHE) in New Delhi.
It comes with grant of €1,00,000 to pursue India-EU interdisciplinary studies in culture, literature, education and society
This is for fifth time MAHE has been awarded grants under Erasmus + Jean Monnet initiative.

Karnataka's Kaiga Power Station-1 has created a world record for the longest uninterrupted operation for 941 days, thereby breaking the earlier record of 940 days by the United Kingdom.
Heysham-2 Unit-8 of the UK had held the earlier record of the longest uninterrupted operation (940 days) among all nuclear power reactors (of all technologies) in the world.
Kaiga Generating Station (KGS-1) equalled the world record, thus creating history.
While KGS-1 is a Pressurised Heavy Water Reactor (PHWR), Heysham-2 Unit-8 is an Advanced Gas Cooled Reactor (AGR).

4th Edition of India’s largest contemporary art exhibition Kochi-Muziris Biennale (KMB) featuring a dynamic range of multi-media artworks held in Kochi

The Biennale was curated by Anita Dube and it was the first Biennale in the world where half of the participating artists are women.

Foundation Stone of Institute of High-Altitude Medicinal Plants (IHAMP) laid in J&K
The Union Minister of State (Independent Charge) for AYUSH Shripad Yesso Naik and Union Minister of State in Prime Minister’s Office (PMO) Dr. Jitendra Singh laid the foundation stone of Institute of High Altitude Medicinal Plants (IHAMP) with an estimated cost of Rs. 100 crore at Bhaderwah in District Doda in Jammu & Kashmir.
The institute will be a dedicated facility for research in medicinal plants found at high altitude and shall also become a major source of income for the farmers in cultivation of medicinal plants.
The institute would work towards introduction of new technologies in the cultivation of local medicinal plants through intensive research, training and capacity building of the farmers.

Farm loans of over 16 lakh farmers waived in Chhattisgarh
Chief Minister of Chhattisgarh Bhupesh Baghel has announced to waive off farm loans to the tune of 6,100 crore rupees of more than 16 lakh farmers
It has been decided to waive off all short-term loans availed by farmers from cooperative and Rural development banks.
Chhattisgarh cabinet also decided to provide 2,500 rupees per quintal to farmers for their paddy being sold under Minimum support price (MSP) scheme.

Assam govt approves debt relief scheme for farmers.
The Assam state cabinet headed by Chief Minister ‘Sarbanand Sonowal’ has approved the debt relief scheme for the farmers of the state
The state cabinet decided to waive 25% of loan amount to the farmers and maximum relief per farmer would be capped at 25 thousand rupees
The cabinet also decided that a farmer could avail a Kisan Credit Card (KCC) loan at 0% interest.
Farmers incentive scheme also approved by the state cabinet, under which 10 thousand rupees would be given to farmers having bad debts for taking a loan under KCC

Bihar’s sweet delicacy Silao Khaja gets GI tag
The traditional delicacy of Nalanda district of Bihar, Silao Khaja which is popular among the tourists visiting Buddhist sites of Rajgir and Nalanda was granted GI tag by Geographical Indications Registry at Chennai.
The application to obtain GI Tag was filed by Silao Khaja Audyogik Swavalambi Sahakari Simiti Limited, Bihar.
Silao Khaja is a crisp, multi-layered dough sheeted sweet, made up of wheat-flour, sugar, maida, ghee, cardamon and aniseeds as ingredients.

Assam government has announced three schemes for the welfare of farmers. The schemes are the Assam Farmers’ Credit Subsidy Scheme (AFCSS), Assam Farmers’ Interest Relief Scheme (AFIRS) and Assam Farmers’ Incentive Scheme (AFIS).

President’s rule imposed in Jammu and Kashmir.
As Jammu and Kashmir completed six months under Governor’s rule, President Ram Nath Kovind imposed President’s rule in the state
After 1996, this is the first time the Central rule has been imposed in the militancy-hit state.
Now, the powers of the state Legislature shall be exercised by or under the authority of Parliament and all decisions will be taken with the concurrence of the President with the Council of Ministers and the PM advising the President.
Key Points:
In the state of Jammu and Kashmir, failure of governmental function results in Governor's rule, imposed by invoking Section 92 of the Constitution of Jammu and Kashmir.
The state's governor issues the proclamation, after obtaining the consent of the President of India.
If it is not possible to revoke Governor's rule within six months of imposition, the President's Rule under Article 356 of the Indian Constitution is imposed.

Conrad K. Sangma launched Meghalaya Health Insurance Scheme (MHIS-IV) merging it with Ayushman Bharat scheme
The MHIS-IV targets to cover more than 8 lakh households offering over 2300 medical and surgical packages and up to Rs 5 lakh per family.
The new scheme will be functional from February 1, 2019. MHIS-IV covers all citizens in the state while the Ayushman Bharat (Centre’s Scheme) targeted the bottom 40% of lower income families.

Odisha CM Announces Rs. 10,000 crore KALIA Scheme For Farmers
Odisha CM Naveen Patnaik announced a Rs. 10,000 crore scheme for the overall development of farmers.
Named Krushak Assistance for Livelihood and Income Augmentation (KALIA), the scheme will provide farmers with Rs 10,000 a year at the rate of Rs5,000 each for Kharif and Rabi season. Additionally, crop loans of up to Rs 50,000 will be interest-free under the scheme.

Haryana CM inaugurates World Herbal Forest Project in Morni Hill
Haryana Chief Minister Manohar Lal Khattar inaugurated the World Herbal Forest Project, a collaboration of Patanjali and Haryana Government, at Morni Hill, near Chandigarh.
The project covers over 52,000 acres of land in Morni Hills and is aimed at developing a forest of medicinal plants which will provide a huge boost to the Ayurvedic industry across the country.
Yoga guru Ramdev and Patanjali CEO Acharya Balkrishna were also present during the inaugural function.
About 25 different varieties of plants found in the country will be housed in this forest. 50,000 plants each of 20 medicinal varieties are being sown in the first phase of the project.

''Beti Bachao Beti Padhao'' field level awareness campaign for Maharashtra, Goa and Dadra & Nagar Haveli launched
The three state level campaigns on “Beti Bachao Beti Padhao” will be organized in Maharashtra, Goa and Dadra & Nagar Haveli to spread awareness among people to save and educate girls.
The Campaign will be organized by the Pune office of Regional Outreach Bureau, Ministry of Information & Broadcasting, Government of India in coordination with Women and child development departments of respective state and Union Territory (UT).
The campaign was launched by Ms. Gauri Gadgil who is a ‘divyang’ child and an international swimmer by placing her fingers on traditional instrument ‘Dholak’.

Jharkhand announces Rs. 2,250 crore scheme to help farmers
Jharkhand Chief Minister Raghubar Das announced a Rs 2250 crore scheme named as ''Mukhya Mantri Krishi Yojana'' which will help around 22.76 lakh medium and marginal farmers to double their income by 2022.
The Central Government has set a goal to double the income of all the farmers by 2022.
The Scheme will start from 2019-20 financial year. It will help farmers to procure seeds, fertilizers and other requirements for agricultural purposes.
Under the scheme, the state government will give Rs 5000 per acre up to maximum of 5 acre to 22.76 lakh medium and marginal farmers.
Those farmers who have less than 1 acre land will also get Rs. 5000.

PM Modi Unveiled Projects Worth Rs 14,500 crore In Odisha
Prime Minister Narendra Modi inaugurated several projects worth over Rs 14,500 crore during a day-long visit to Odisha.
The Prime Minister dedicated the new campus of IIT-Bhubaneswar at Aragul and launched a slew of projects related to higher education, health, road and highways , and culture.

Manipur Assembly Passes Anti-mob Violence Bill
The Manipur Assembly has passed a bill which recommends life imprisonment for those involved in mob violence if it results in the death of a person.
Chief Minister N Biren Singh, who also holds charge of the Home department, moved the 'The Manipur Protection from Mob Violence Bill, 2018' in the state Assembly.
It recommends a rigorous life imprisonment term if the crime results in the death of a victim.
The bill was introduced in the Assembly in the wake of incidents of mob lynchings in the state.

3 States Among Best Performing States Under Maternity Benefit Programme
Andhra Pradesh, Himachal Pradesh and Madhya Pradesh were the top three performing states under the maternity benefit programme Pradhan Mantri Matru Vandana Yojana (PMMVY).
PMMVY is a centrally-sponsored scheme under which the cost-sharing ratio between the Centre, states and the Union Territories with the legislation is 60:40.

Atal Ayushman Uttarakhand Yojana launched in Uttarakhand
Atal Ayushman Uttarakhand Yojana has been launched in Uttarakhand. Under the scheme, each household in the state will be able to avail medical treatment of up to 5 lakh rupees annually.
The scheme will benefit 23 lakh households and cover 1,350 critical diseases.
Launching the Yojna in Dehradun, Chief Minister Trivendra Singh Rawat distributed scheme-related golden cards to beneficiaries.

The school is affiliated to the Maharashtra International Education Board (MIEB), in which 13 Zilla Parishad Schools will join initially with the curriculum in the students' mother tongue
The MIEB has been set up by the state government to achieve higher education standards of global standards in the state
With this, students in the rural areas will get education of international standards as part of the state government's continuous efforts towards value education

West Bengal cabinet chaired by Chief Minister Mamata Banerjee announced approval of an online system for mutation of property. To ease the process of property mutation and check illegal practices
The cabinet also approved a proposal by Flipkart to set up a logistic hub at Haringhata, in the Nadia district, at an estimated investment of Rs. 991 crore
Mutation of Property:
In all legal transactions, mutation (transfer of title) is a mandatory process, in which the buyer transfers the ownership title of the property he just bought.
Once the property is mutated, the details are updated in the revenue records of civic bodies.

Madhya Pradesh: Kuno notified as national park, path clear for Gir lions
Madhya Pradesh State government has declared Kuno wildlife sanctuary as a national park in compliance with the last condition imposed by a Supreme Court-appointed committee for the much awaited ‘translocation of Asiatic lions from Gir in Gujarat.
The move is expected to pave way for translocation of lions from Gir in Gujarat to Kuno. It is spread over 750 sq km area

Andhra Pradesh gets new high court; will function from January 1
Andhra Pradesh will have a separate high court which will function from Amravati, the new capital of the state, as President Ram Nath Kovind issued orders to this effect.
Since the bifurcation of the state on June 2, 2014, Andhra Pradesh and Telangana have had a common high court at Hyderabad, the latter’s capital city.
With the creation of the new high court, the country now has 25 high courts
Note:
Telangana was carved out of the state in 2014, with Hyderabad as its capital.
The Andhra Pradesh Reorganization Act 2014 provided for a separate high court for the state after division

The tribal Baduga community in the Nilgiris district of Tamil Nadu celebrated their annual Heddaiyamman festival.
People will observe 48 days fast and walks in religious processions and holding up a holy shaft which symbolizes the miracle of the traditional Badaga goddess
The Badagas are an indigenous tribal group in the Nilgiris and occupy more than 400 remote hill villages in the district.

12-day 3rd ‘Dwijing Festival’ celebrations commenced on the banks of the Aye river in Chirang district of Assam.

The festival started as Aye River Festival in 2016-17 to promote river tourism in the rural areas under the Bodoland Territorial Council (BTC). It started under the name of 'AYE RIVER WINTER FESTIVAL'
The name was officially changed to “Dwijing (river bank in Bodo language)” in 2017.
The association of the Hagrama Bridge, the longest rural river bridge of the state, with the festival increased its popularity

Prime Minister Narendra Modi visited Varanasi and Ghazipur in Uttar Pradesh. During the visit, he laid the foundation stone of medical College in Ghazipur in the presence of Chief Minister Yogi Adityanath
The PM also dedicated the 6th International Rice Research Institute (IRRI), South Asia Regional Center (ISARC) to the nation. The Institute is built at the campus of National Seed Research and Training Center (NSRTC) in Varanasi.

Delhi Police becomes first police force in country to digitise all malkhanas across every police station in the state under the e-malkhana project.
Accordingly, around 3,11,600 case properties have been encrypted in digital form.

Centre approves Rs 1,146.12 crore cyclone 'Gaja' assistance for Tamil Nadu
The High-Level Committee (HLC) chaired by Union Home Minister Rajnath Singh approved additional assistance of Rs 1,146.12 crore from the National Disaster Response Fund (NDRF) to Tamil Nadu, which was affected by cyclone 'Gaja' recently. 
The Central government had released assistance of Rs 353.70 crore from the State Disaster Response Fund (SDRF) as an interim relief to the state.
